(1) The Commission may make necessary rules to implement this Act.
(2) If the rules to be made according to sub-section (1) include matters that impose a financial burden or liability on the Government of Nepal, the Commission shall obtain the consent of the Government of Nepal, the Ministry of Finance.
(3) The rules made by the Commission in accordance with sub-section (1) shall commence from the date of publication in the Nepal Gazette.
